The City of White House is governed by a Board of Mayor and Aldermen consisting of an at-large mayor and four aldermen who are elected by ward from Robertson County or Sumner County.
The current Mayor is Michael Arnold. The first ward is represented by Alderman and Vice Mayor Farris Bibb. Aldermen John Decker represents the second ward. The third ward position is currently held by Alderman Dave Paltzik, and the fourth ward is represented by Alderman Clif Hutson.
This body is responsible for establishing the City's policies and procedures by passing Resolutions and Municipal Ordinances which are then implemented by the various departments. An appointed City Administrator, currently Gerald Herman, governs the day-to-day operations of the City.
The Board of Mayor and Aldermen meet in regular session on the third Thursday of every month at 7:00 pm at the Billy S. Hobbs Municipal Center located at 105 College Street. All meetings of the Board are advertised and held before the public.
What must I do to have an item placed on the Board's agenda?
Submit a written request to the City of White House, Attention: BMA Agenda, 105 College Street, White House, TN 37031. The request must be received at least fifteen days in advance of the meeting. It may be that another board of commission needs to review the issue before the Board of Mayor and Alderman can act on your request. In that case, the item will be forwarded to the appropriate board and notification of this will be mailed to you.
How are the City's laws passed?
City laws are known individually as ordinances. Ordinances require two readings on two separate days by the Board of Mayor and Aldermen. Typically, these two readings take place at regularly scheduled meetings in two consecutive months. At the first reading of the ordinance, a motion may be made to approve the ordinance and a second is required. A voice vote of the five Board members is then taken. A majority is required for the ordinance to pass to second reading.
Should the ordinance be approved, it is again placed on the Board agenda the following month. Before the meeting can occur, the title of the ordinance and a notice of a public hearing must be published in the local newspaper. Before the second reading of the ordinance, a public hearing is held in which the public is invited to comment on the proposed ordinance. Then during the second and final reading of the ordinance, a motion must be made with a second. A roll call is then taken with each Board member individually voting aye or nay to the ordinance. If a majority vote to approve the ordinance, it is considered passed and final.
The title of the passed ordinance is then published in the local newspaper. Passed ordinances are then incorporated into the City's Municipal Code. This collection of ordinances functions as the City's code or law book.
